Truthfully, two members of our housekeeping staff asked whether the old shower heads could be put back after the first few days. They preferred the heavier spray they had been accustomed to for years. Management kept the Oxygenics units installed because the employee facility has a clear water-reduction target, and complaints gradually faded. Reliability has been fine and cleaning is straightforward. I would call the product effective rather than universally loved. For organizations making the same change, some communication about why the lower-consumption fixture is being introduced would probably help.
